Fighting climate change and increasing energy efficiency are key objectives for Hungary and the European Union.

To achieve these goals, the government has launched the Jedlik Ányos Energy Program with a HUF 96 billion support package, aimed at modernizing district heating systems, integrating renewable energy sources, and improving energy efficiency. Let’s take a look at what the „Modernization and Development of District Heating Infrastructure” call for proposals – published for public consultation with a HUF 45 billion budget – has to offer.

Why is the development of district heating systems important?

District heating in Hungary supplies heat energy to nearly 650,000 households and numerous public institutions. However, most existing systems are outdated, energy-intensive, and contribute significantly to pollution. Modernization is essential to:

  • reduce energy consumption and carbon dioxide emissions,
  • increase energy independence and supply security,
  • expand the use of renewable energy sources,
  • lower heating costs in the long term.

Details of the Support Program

The Jedlik Ányos Energy Program supports two main objectives:

  • Enhancing the energy efficiency of district heating systems and establishing heat storage – HUF 25 billion.
  • Integrating renewable energy sources and waste heat into the district heating network – HUF 20 billion.

The amount of support per application ranges from a minimum of HUF 20 million to a maximum of HUF 1.5 billion, with support intensity reaching up to 100%.

Who Can Apply?

Within the framework of the call for proposals, district heating service providers, municipalities, and energy companies can submit support applications. The developments can only be implemented within Hungary.

What Developments Are Eligible for Support?

The program supports green and innovative investments that enhance the energy efficiency and environmentally friendly operation of district heating systems, including:

  • Modernization of district heating pipelines – replacing old, outdated pipes and relocating them underground.
  • Upgrading service provider heat centers – installing more energy-efficient systems.
  • Installing heat storage units – to allow for more flexible use of renewable energy.
  • Integrating renewable energy sources – utilizing biomass, geothermal energy, and waste heat.
  • Developing digital control and measurement systems – to improve operational efficiency.

Non-Eligible Activities: support is not available for the development of heat generation facilities operating on fossil fuels, the disconnection from the district heating system, or the integration with systems owned by third parties.

The call for proposals is expected to be officially announced in mid-April 2025.
